If you ask seafarers what causes the most stress when arriving at a foreign port, many will give the same answer: Port State Control (PSC). For some, it’s just another document check. For others, it’s several hours of intense scrutiny, with a PSC officer inspecting almost every corner of the vessel.

The truth is, a Port State Control inspection isn’t an exam designed to catch the crew off guard. Its purpose is much simpler: to verify that the ship is safe for the crew, the cargo, the environment, and everyone else at sea.

The good news is that most Port State Control deficiencies can be prevented long before the vessel reaches port. In many cases, they have nothing to do with major technical failures. Instead, they’re caused by small, easily overlooked issues – an expired certificate, an incomplete logbook entry, a faulty emergency light, or a crew member who cannot answer a basic safety question.

That’s why experienced masters often say that a successful PSC inspection begins days – or even weeks – before the inspector steps on board. Keeping the ship inspection-ready at all times is far easier than trying to fix everything at the last minute.

What is Port State Control?

Imagine a ship sailing under the flag of one country, owned by a company in another, operated by a multinational crew, and arriving at a port somewhere on the other side of the world. How can the port authorities be sure that this ship is safe? That’s exactly why Port State Control (PSC) exists.

What is Port State Control?

Port State Control is an inspection carried out by the authorities of the country where a ship arrives. Its purpose is to make sure that the vessel complies with international safety, security, and environmental regulations and can continue its voyage without putting people, cargo, or the marine environment at risk. The scale of Port State Control is impressive. According to IMO data, 90 381 inspections were carried out worldwide in 2024, with 2 708 vessels detained. This resulted in an overall detention rate of about 3,0 %.

The idea behind PSC appeared because not every ship was being properly monitored by its flag State. In the past, some vessels continued operating despite serious safety problems, poor maintenance, or crews that weren’t properly trained. Although these ships often carried valid certificates, their actual condition was far from acceptable.

To solve this problem, countries agreed that they should have the right to inspect foreign ships visiting their ports. This created an additional layer of safety and helped ensure that international standards are followed not only on paper but also in practice.

Today, Port State Control inspections are one of the most effective tools for improving maritime safety. They encourage shipowners to maintain their vessels properly, keep documentation up to date, and ensure that crews are familiar with emergency procedures and shipboard equipment.

For seafarers, the main thing to remember is this: a PSC inspection is not about finding someone to blame. It’s about confirming that the ship is safe, well maintained, and ready to continue its voyage.

Who Carries Out a Port State Control Inspection?

One common misconception, especially among junior officers, is that a PSC officer is an independent auditor. In reality, they are a representative of the maritime authority of the country where the ship is calling.

For example, if your vessel arrives in Rotterdam, the inspection is carried out by the Dutch maritime authorities. In Singapore, it will be conducted by Singapore’s maritime administration. In Australia, PSC inspections are performed by the Australian maritime authority. The same principle applies in ports around the world.

Although inspectors work for different countries, they all follow the same international framework. During a Port State Control inspection, they verify compliance with the requirements of key international conventions, including:

  • SOLAS (Safety of Life at Sea);
  • MARPOL (Prevention of Pollution from Ships);
  • STCW (Standards of Training, Certification and Watchkeeping for Seafarers);
  • the International Load Line Convention;
  • COLREG (International Regulations for Preventing Collisions at Sea);
  • the Maritime Labour Convention (MLC);
  • and other applicable international regulations.

That said, the way inspections are carried out can vary from one country to another. Some maritime administrations, such as those in Australia, Canada, the United States, Japan, and several Northern European countries, are known for conducting particularly thorough inspections. This doesn’t mean that other countries apply lower standards. It simply reflects differences in inspection priorities. Some PSC officers focus more on the vessel’s technical condition, while others pay closer attention to documentation, maintenance records, or the crew’s knowledge of onboard procedures.

For this reason, experienced masters never prepare for a Port State Control inspection based on the country they’re visiting. Instead, they aim to keep the ship in a condition that would allow it to pass an inspection at any port, anywhere in the world. This approach not only reduces stress before arrival but also helps build a strong PSC history and lowers the risk of serious deficiencies in future inspections.

What is an MoU and Why do Seafarers Talk about it so Much?

When a ship is preparing to arrive at port, you may hear conversations like: «We’re calling at a Paris MoU port next» or «This is a Tokyo MoU inspection, so let’s make sure everything is in order»

For someone new to the industry, it might sound like these are different types of inspections. In reality, they all refer to the same Port State Control inspection. The difference lies in who coordinates the inspections.

MoU stands for Memorandum of Understanding. It’s an agreement between a group of countries that allows them to work together on Port State Control. Instead of each country using completely different inspection procedures, they follow common standards, share inspection data, and exchange information about ships visiting their ports.

This cooperation makes the PSC system much more effective. It also helps avoid unnecessary repeat inspections when a vessel moves between ports within the same region.

Today, the world’s oceans are covered by several regional MoU Port State Control organizations. Some of the best known include:

  • Paris MoU, covering most European countries and the North Atlantic region;
  • Tokyo MoU, covering the Asia-Pacific region;
  • Black Sea MoU;
  • Mediterranean MoU;
  • Indian Ocean MoU;
  • Caribbean MoU;
  • Riyadh MoU;
  • Abuja MoU;
  • Viña del Mar Agreement, covering much of South America.

The United States Coast Guard (USCG) also carries out Port State Control inspections. Although it is not part of an MoU, it operates its own well-established inspection program with standards that are often just as rigorous.

So, what does all this mean for the crew?

One of the biggest advantages of the MoU system is that inspection results are shared between member countries. If a vessel repeatedly receives deficiencies in one region, that information is available to PSC officers in other member ports. In other words, a ship’s inspection history follows it wherever it goes, making it difficult to hide recurring maintenance or safety issues.

The opposite is also true. Ships with a good inspection record and few deficiencies are generally considered lower risk. Many MoU Port State Control organizations use a risk-based inspection system, meaning well-maintained vessels may be inspected less frequently than ships with a poor PSC history.

For deck officers, the takeaway is simple: every PSC inspection matters. A clean inspection report doesn’t just help during the current port call – it also contributes to the vessel’s long-term reputation and can reduce the likelihood of more frequent inspections in the future.

Flag State Control and Port State Control: What’s the Difference?

This is one of the most common questions asked by junior deck officers. At first glance, Port State Control and Flag State Control seem very similar. Both involve inspections, both focus on safety, and both verify that the ship complies with international regulations.

But despite these similarities, they have very different roles.

Flag State Control is the responsibility of the country where the ship is registered. The flag State is responsible for ensuring that the vessel complies with international conventions throughout its service life. It issues statutory certificates, arranges surveys, and oversees compliance with regulations such as:

  • SOLAS,
  • MARPOL,
  • STCW and other international requirements.

Port State Control, on the other hand, is an independent inspection carried out by the country the ship is visiting. Instead of issuing certificates, a Port State Control inspection verifies that the ship is actually operating in compliance with those certificates and international regulations.

A simple example makes the difference easier to understand.

Imagine your car has successfully passed its annual roadworthiness inspection and received all the necessary documents. Everything looks fine on paper. But if the police stop the car and discover that the brakes don’t work properly, you’re not going to be allowed to continue driving – regardless of the paperwork.

The same principle applies to ships.

A vessel may have all of its certificates on board and still fail a PSC inspection if critical equipment is not working as it should. For example, if the fire detection system is faulty, a lifeboat cannot be launched safely, or crew members are unable to demonstrate basic emergency procedures, valid certificates alone won’t prevent deficiencies from being issued.

That’s why experienced seafarers often say: «Certificates open the inspection, but the actual condition of the ship determines how it ends».

For deck officers, this is an important mindset to keep in mind. Preparing for a Port State Control inspection isn’t just about making sure the paperwork is complete. It’s about ensuring that the ship, its equipment, and its crew are genuinely ready to operate safely at any time. That’s exactly what PSC officers are looking for when they come on board.

How Does a Port State Control Inspection Work?

If you’ve never been through a Port State Control inspection, it can seem unpredictable. Will the inspector spend 30 minutes on board or half a day? Will they only check certificates, or will they inspect the entire ship? The answer is: it depends.

Every inspection is different because no two ships are exactly the same. The vessel’s age, type, flag, inspection history, and even the port where it arrives can all influence how detailed the inspection will be.

However, most PSC inspections follow the same basic sequence. Knowing what to expect helps the crew stay organized and confident throughout the process.

1 The Ship is Selected for Inspection.

Not every vessel entering a port is inspected. Port authorities use a risk-based selection system to decide which ships should receive a Port State Control inspection. Several factors can increase the likelihood of an inspection, including:

  • the ship’s age;
  • the type of vessel;
  • its flag State performance;
  • the performance of the recognized organization (classification society);
  • the company’s inspection history;
  • previous PSC deficiencies or detentions;
  • the time since the last inspection.

A ship with a strong inspection record and very few deficiencies may be inspected less frequently than one with a poor history. That’s another reason why every inspection matters – it contributes to the vessel’s overall risk profile.

2 The PSC Officer Comes on Board.

The inspection usually begins shortly after the ship arrives alongside, although the exact timing depends on the port.

The PSC officer normally meets the Master first. After a brief introduction, they explain the purpose of the visit and request the documents needed for the initial inspection.

At this stage, first impressions are surprisingly important. A tidy bridge, well-organized documents, and a professional attitude from the crew immediately create confidence. On the other hand, missing paperwork, confusion, or poor housekeeping may encourage the inspector to look more closely at other areas of the ship.

3 Document Check.

Before walking around the vessel, the inspector usually reviews the ship’s documentation. Depending on the type of ship and the scope of the inspection, they may ask to see:

  • statutory certificates;
  • the Crew List;
  • Certificates of Competency;
  • the Record of Hours of Work and Rest;
  • the Oil Record Book;
  • Garbage Record Book;
  • Ballast Water Record Book;
  • drill records;
  • maintenance records;
  • certificates for lifesaving and firefighting equipment;
  • Passage Plan documentation;
  • safety management documents.

The goal isn’t simply to confirm that the documents exist. The inspector also checks whether they are valid, properly completed, and consistent with one another. For example, if the Oil Record Book contains obvious errors or mandatory drills haven’t been recorded, the inspector may decide to expand the inspection.

4 A Walk Around the Ship.

Once the paperwork has been reviewed, the inspection usually moves to the ship itself. This is where a Port State Control inspection becomes much more practical. The PSC officer wants to see whether the vessel’s actual condition matches the information shown in its certificates and records.

Rather than inspecting every single piece of equipment, inspectors usually focus on areas that have the greatest impact on safety and environmental protection. During the tour, they may visit:

  • the navigation bridge;
  • the main deck;
  • cargo areas;
  • accommodation spaces;
  • the galley;
  • emergency escape routes;
  • steering gear compartment;
  • engine room;
  • lifeboats and rescue boats;
  • fire stations and emergency equipment.

The exact route varies from ship to ship, but the principle remains the same – the inspector looks for signs that the vessel is properly maintained and that safety systems are ready for immediate use.

5 Equipment Demonstration.

One of the most important parts of any PSC inspection is demonstrating that equipment actually works. It’s one thing to have a fire pump listed in the maintenance records. It’s another to start it and show that it delivers the required pressure. Depending on the inspection, the PSC officer may ask the crew to demonstrate:

  • emergency fire pump operation;
  • steering gear changeover and emergency steering;
  • emergency generator;
  • lifeboat launching arrangements;
  • fire detection systems;
  • fixed firefighting systems;
  • watertight doors;
  • emergency lighting;
  • bridge navigation equipment;
  • communication equipment.

The purpose isn’t to test the crew under pressure. The inspector simply wants to confirm that critical safety equipment is operational and that the crew knows how to use it.

6 Talking to the Crew.

A PSC inspection isn’t only about equipment – it also evaluates how familiar the crew is with the ship and its emergency procedures.

The inspector may speak to any crew member, although deck officers are often asked the largest number of questions. Typical questions include:

  • Where is your muster station?
  • What would you do if a fire breaks out?
  • How do you start the emergency fire pump?
  • Where is the nearest fire extinguisher?
  • How do you activate the fixed CO2 system?
  • Show me the Passage Plan for this voyage.
  • What should you do if a person falls overboard?
  • How do you report an oil spill?

These aren’t trick questions. The inspector simply wants to confirm that the crew understands the procedures they may need in a real emergency.

For deck officers, confidence is just as important as knowledge. If you don’t understand a question, it’s perfectly acceptable to ask the inspector to repeat or clarify it. Guessing is much more likely to create problems than asking for clarification.

7 The Inspection Results.

Once the inspection is complete, the PSC officer discusses the findings with the Master. If everything meets the required standards, the inspection ends with little more than a routine report. If deficiencies are found, they are recorded and classified according to their severity. Many deficiencies are considered minor and can be corrected before the ship leaves port or within a specified period.

However, if the inspector identifies serious deficiencies that pose an immediate risk to the safety of the ship, its crew, or the environment, the consequences can be much more serious.

In the most severe cases, the vessel may be detained, meaning it is not allowed to sail until the deficiencies have been corrected and the maritime authority is satisfied that the ship is safe to continue its voyage.

The good news is that detentions are rarely caused by a single minor issue. More often, they result from a combination of poor maintenance, inadequate safety management, and failures that should have been identified and corrected long before the ship arrived in port.

What PSC Officers Actually Inspect

A Port State Control inspection is not limited to checking certificates. Once the PSC officer is satisfied with the initial documentation, they may move around the vessel to see whether its actual condition matches what is recorded on paper.

The exact scope of the inspection depends on the vessel, its history, the type of port call, and any deficiencies found during the initial checks. However, there are several areas that usually receive particular attention:

  • Certificates and documents – the inspector may verify statutory certificates, crew documents, records, and other required paperwork. The main question is whether everything is valid, complete, and consistent.
  • Navigation bridge – the bridge is one of the key areas for a deck officer. Inspectors may look at navigation equipment, charts and publications, passage planning, bridge procedures, and the general condition of the bridge.
  • Deck equipment – the condition of mooring equipment, ladders, handrails, access routes, cargo areas, and other deck equipment can give the inspector a good indication of how well the vessel is maintained.
  • Fire-fighting equipment – fire doors, extinguishers, fire hoses, alarms, emergency exits, and other fire protection arrangements are checked to make sure they are ready for immediate use.
  • Life-saving appliances – lifeboats, rescue boats, lifejackets, launching arrangements, emergency equipment, and related records may all come under inspection.
  • Accommodation – inspectors may also look at living and working spaces, paying attention to cleanliness, safety, escape routes, and general maintenance.
  • Cargo operations – depending on the vessel type and current operations, the inspector may check cargo-related equipment, procedures, and safety arrangements.
  • Pollution preventionMARPOL-related equipment, record books, garbage management, oil pollution prevention arrangements, and ballast water procedures may be reviewed.
  • Engine room – although deck officers are usually more concerned with the bridge and deck areas, PSC officers may also inspect machinery spaces and essential safety systems, often together with the engineering department.
  • Crew familiarization – equipment is only useful if the crew knows how to operate it. Inspectors may therefore ask crew members questions or ask them to demonstrate emergency procedures and safety equipment.

The important thing to remember is that a PSC officer is looking at the whole picture. A vessel can have perfectly valid certificates, but if its equipment is poorly maintained or the crew cannot demonstrate basic procedures, the inspection may become much more detailed.

For this reason, good PSC inspection preparation should not focus on one particular area. The aim should be to keep the entire vessel, its documentation, equipment, and crew ready for inspection at all times.

The Most Common PSC Deficiencies

One of the biggest misconceptions about Port State Control inspections is that ships are usually detained because of a single major defect. In reality, that’s rarely the case.

Most PSC deficiencies are relatively small on their own. An emergency light isn’t working. A fire extinguisher inspection is overdue. A record book contains missing entries. A crew member hesitates when asked how to operate a piece of equipment.

Individually, these issues may not seem serious. But when several of them are found during the same PSC inspection, they paint a different picture. Instead of seeing a well-managed vessel with an isolated problem, the PSC officer may conclude that maintenance, safety management, and crew familiarization are not being handled properly.

That’s why it’s important to understand which deficiencies inspectors find most often – and how they can be prevented.

The statistics support what PSC officers see on board. According to the Paris MoU 2024 Annual Report, fire safety deficiencies under SOLAS Chapter II-2 accounted for 17,2 % of all deficiencies recorded in the region. Structural and electrical deficiencies accounted for another 11,3 %, while MLC-related deficiencies represented 10,4 %. Fire doors alone accounted for 3,2 % of recorded deficiencies, while ISM-related deficiencies made up 4,6 %.

Why do These Deficiencies Lead to Ship Detentions? Not every deficiency results in a detention. In fact, most don’t. A single expired certificate, one defective light, or a missing logbook entry will usually result in a deficiency that must be corrected within a specified time.

Detention becomes much more likely when deficiencies affect the ship’s ability to operate safely or reveal a broader failure in maintenance or safety management. For example, imagine a PSC officer finds defective fire dampers, expired fire extinguishers, blocked escape routes, and a crew that cannot demonstrate the emergency fire pump. Individually, each issue is a concern. Together, they indicate that the ship may not be able to respond effectively to a real fire.

The same applies to navigation equipment, lifesaving appliances, pollution prevention systems, or structural safety. When several critical deficiencies are found in the same area, the inspector may reasonably conclude that allowing the vessel to sail would create an unacceptable risk.

That’s why the goal of PSC inspection preparation shouldn’t be to «pass the inspection». It should be to keep the ship in a condition where deficiencies are identified and corrected long before the Port State Control inspection begins. A vessel that is maintained every day is far less likely to face serious findings – or a detention – when the PSC officer comes on board.

How to Prepare for a Port State Control Inspection: Practical Checklist

The best way to prepare for a Port State Control inspection is not to start cleaning the ship the day before the inspector arrives. A vessel should be inspection-ready as part of its normal operation. However, a short final check before arrival can help identify small problems before they become PSC deficiencies.

Preparation should involve the whole crew, with each department checking the areas under its responsibility. For a deck officer, the bridge, deck equipment, lifesaving appliances, fire safety, documentation, and crew familiarization deserve particular attention.

A practical port state control checklist can be kept simple:

✓  Bridge: make sure navigation equipment, charts, publications, alarms, and the Passage Plan are properly maintained and up to date.
✓  Deck: check mooring equipment, access arrangements, ladders, handrails, lighting, cargo areas, and general housekeeping.
✓  Fire safety: verify that fire doors, extinguishers, hoses, alarms, emergency exits, and other firefighting equipment are ready for use.
✓  Life-saving appliances: check lifeboats, rescue boats, lifejackets, launching arrangements, pyrotechnics, and related equipment.
✓  Pollution prevention: Review MARPOL equipment, record books, garbage arrangements, and pollution response equipment.
✓  Accommodation: check escape routes, emergency lighting, cleanliness, and general maintenance.
✓  Crew: make sure crew members know their muster stations, emergency duties, and how to operate essential safety equipment.
✓  Outstanding deficiencies: review previous PSC findings, internal inspections, and maintenance reports to make sure corrective actions have actually been completed.

 
The final check should not be about making the vessel look ready for inspection. It should confirm that the ship is genuinely safe, properly maintained, and that the crew knows what to do in an emergency.

A good rule is simple: don’t prepare for the PSC officer – prepare the ship. If the vessel is maintained properly every day, the final PSC inspection preparation becomes a routine check rather than a last-minute rush.

How to Conduct Yourself During the PSC Inspection

Once the PSC officer comes on board, the crew’s behavior matters almost as much as the condition of the vessel. The best approach is simple: stay calm, be professional, and answer only what you know.

Keep these basic rules in mind:

The main rule is straightforward: know your vessel, know your duties, and tell the truth. A confident and well-prepared crew makes the inspection much easier for everyone.

Post-Inspection Actions

After the inspection, the Master and responsible officers should carefully review all recorded deficiencies and ensure they are fully understood, including the regulatory basis and required corrective actions. Any necessary rectification should be carried out within the given timeframe and properly documented in the vessel’s records and Safety Management System.

If the Master disagrees with a deficiency, it is still generally advisable to sign the inspection report to acknowledge receipt, while clearly noting any objection or disagreement in the remarks section. Formal disagreement can be followed up through the company and flag State, using the official appeal process, which allows the findings to be reviewed by the relevant maritime authority.

When the Port State Control inspection is over, the work isn’t necessarily finished. If the inspector has identified deficiencies, the crew needs to understand what was found, what must be corrected, and when the corrective action is required. A few points are especially important:

A good PSC result is not simply a report with no deficiencies. The real goal is to identify weaknesses, correct them promptly, and make sure they do not happen again.

So, a Port State Control inspection doesn’t have to be something the crew fears. The easiest way to face it confidently is to keep the vessel, equipment, documentation, and crew ready as part of everyday operations rather than preparing at the last minute. When the ship is properly maintained and everyone knows their responsibilities, a PSC inspection becomes a routine check rather than a stressful event. Most importantly, PSC is not just about passing an inspection – it is about keeping the ship, its crew, and the marine environment safe.
